BDO registration for beauty and hair salons
As of January 1, 2025. Entrepreneurs in the beauty industry are required to have an entry in BDO. You belong to them if:
You run a hair salon and generate waste such as:
- Paint packaging, oxidizers and brighteners,
- Foam packaging and other products in the form of an aerosol.
You run a nail salon and generate waste such as:
- nail polish packaging,
- Acetone and cleaner packaging.
You run a beauty salon and generate waste such as:
- packaging from products containing high concentrations of acids (such as peels),
- packages of products containing retinol or retinal.
You provide makeup, eyelash or eyebrow styling services and generate waste such as:
- fixatives / makeup fixers in spray,
- disposable gloves,
- adhesive packaging.
BDO registration obligation for hair and beauty salons - changes from 2025.
As of January 1, 2025. Most entrepreneurs who operate hair salons and beauty salons offering beauty care services and nail styling, eyebrow styling or eyelash styling are required to obtain an entry in BDO. This, of course, applies to entities that have so far benefited from quantity exemptions for waste in the form of packaging containing residues of hazardous substances with code 15 01 10* of up to 200 kg.
At the beginning of the year, a new regulation by the Minister of Climate and Environment (Journal of Laws 2024, item 1644) came into effect, in which 5 hazardous waste codes were removed from the list of waste codes exempt from record-keeping, including 2 strictly related to the beauty industry:
- 15 01 10* Packaging containing residues of or contaminated by hazardous substances,
- ex 15 01 11* Metal packaging containing hazardous porous structural reinforcement elements other than asbestos, including empty pressure containers.
In practice, this means that owners of beauty salons and hairdressing salons have been required to keep records of the hazardous waste generated, regardless of the quantity, and thus to obtain an entry in the BDO register.
Waste from beauty salons and hairdressing salons to be recorded in BDO from 2025.
Waste classified as packaging containing residues of hazardous substances or contaminated with them (code 15 01 10*) mainly includes packaging from:
- Disinfectants and disinfectants,
- Paints, brighteners, oxidizers,
- Nail polish (traditional and hybrid),
- acetone, cleaners,
- Cosmetics containing a high concentration of acids (for example, after acid peels),
- depilatory waxes,
- Products containing vitamin A derivatives (retinol, retinal) with teratogenic properties.
To waste classified as metal packaging containing hazardous porous structural reinforcement elements other than asbestos, including empty pressure containers (code ex 15 01 11*):
- hair sprays, color sprays and other aerosols,
- hair mousses,
- Makeup fixing sprays.
Other wastes than those listed above that do not have hazardous properties e.g.:
- syringes (without needles),
- Disposable gloves, underwear, lignin,
- disposable clothing (aprons, shoes, caps)
- used ampoules not contaminated.
Waste contaminated with blood, secretions or excretions or containing blood in liquid form:
- Waste from treatments (bandages, gauze pads),
- syringes,
- gloves,
- drip apparatuses,
- Disposable: surgical and surgical instruments, undergarments, medical spatulas, utensils such as kidney bowls,
- Other materials not mentioned above, e.g. paper towels, lignin, disposable clothing (aprons, shoes, caps).
If you generate the types of waste indicated above as a result of your operations, then as of January 1, 2025. you are obliged to register your company with BDO regardless of the quantities generated annually!
